Objective

Fremont Street was identified as being suitable for short-stay accommodation due to its proximity to Concord Hospital. The anticipated demand from hospital workers as well as the frequent need for patient visitors to stay in the area was a clear indication of the demand. However strong opposition from local residents to the provision of short-stay rooms for rent meant that the proposal went to appeal and consent was granted under a court mandated mediation process.
